Looks like a fuel depot got hit in Rivne, between Zhytomyr and Lviv.
Kadyrov himself takes a video of the massively long line of cars heading from Mariupol to Russia.
It seems to me that Russia's strategy shift into Phase 2 has brought with it a ton of destruction of fuel and ammo depots. Presumably to weaken the supply lines to the Donbass front. But why now - a month in - and not earlier? It could be incompetency but that feels like an unsatisfactory last resort explanation and feels influenced by the "haha Russians are stupid" narrative.
At the beginning of Phase 1, Russia took out almost all their airports so Ukraine couldn't effectively fly sorties, and that seems to have worked. Throughout this invasion, they've been taking out military bases. But now, they're really starting to amp up taking out fuel depots.
If I remember correctly, Defense Politics Asia hypothesised a few days ago that (at least around Kiev) previously Russia had hoped to capture fuel depots as they would be valuable assets. They’ve now switched tactics to destroy them to cause logistical problems for the Donbass front, and are basically giving up on capturing them intact as a compromise.
New weapons keep flooding ukraine from the west. If they cant reach the front they're not a problem. Idk anything tho
