This isn't a warcrime. Propaganda is a normal part of warfare. Regardless of who you think is "Right" in this situation putting pressure on people in Russia to stop the conflict is normal and expected. There can scarcely be a better illustration of the costs of war than having some jackass kid in Ukraine mocking old ladies about their dead kids.

It may technically not be a war crime but it is still incredibly evil and fucked up.
18 year old kids are out there murdering each other in the most horrific ways imaginable because one hundred years ago a bunch of shitposters tried to make the world a better place. There's nothing about war that isn't incredibly evil and fucked up, and expecting decent and moral behavior from people subjected to the horrors of war is unrealistic. I don't condone it, but I expect people to do terrible, horrific things in wartime. It could be so, so much worse than taunting people's relatives.

Do you really want me to go start digging up a list of war time atrocities? I've got all day, I can pull of up all kinds of horrifying shit that is much worse than taunting a dead soldier's mother over the phone.
The only reason this hasn't been done before is because the technological capacity to do it hasn't existed.
